Yes, People with felony convictions can get ACA health care in the United States. Because people with felony convictions receive medical care while they are in prison and they have limited assets they are eligible for (SEP) Special Enrollment Period after they are released from incarceration. They have 60 days to enroll in a plan in the Marketplace.
Because of medicaid expansion through the ACA, states that have opted-in to expansion now offer Medicaid coverage for all low income adults. For people that have previously had criminal convictions that make too much money after they are released from incarceration they are eligible for an Obamacare plan.
